Bringing a dog or cat into Japan is a strict, multi-step process run by the Animal Quarantine Service (動物検疫所). Start early. The steps below are a general overview. Always follow the official pages, which are the only authoritative source and can change.
The general steps
- Microchip (ISO 11784/11785) implanted before the rabies vaccinations.
- Two rabies vaccinations after the microchip, given at least 30 days apart, both valid at the time.
- Rabies antibody (titer) test at an approved laboratory. The clock for the waiting period starts from the blood draw date.
- Waiting period of up to 180 days from the antibody test blood draw before entry.
- Advance notification to the Animal Quarantine Service, generally at least 40 days before arrival.
- Health certificate from the exporting country's government endorsing the above, presented on arrival for import inspection.
Requirements differ for designated rabies-free regions and change over time, so check your departure country's situation on the official pages.
Rough costs to budget for
Microchip, two vaccinations, the antibody test, the export health certificate and the flight or pet-transport fees add up, and vary widely by country and by whether you use an agent.
